The Netherlands introduced notable changes in media law over the past year, reflecting a commitment to modernise regulation and address emerging challenges in the digital media industry.


In August 2024, the Netherlands enforced the new AI Act, regulating applications within the country. While no Dutch court decisions on AI were reported up to September 2024, authors began exercising their opt-out rights concerning the use of their works for AI training, potentially influencing future legal interpretations.


An advertising ban became effective in September 2024. The Hague became the first city globally to enact a law banning advertisements promoting fossil fuels, petrol cars, air travel and cruise ships in public spaces. This legislation, effective from January 2025, is intended to address climate change by reducing the promotion of high-carbon products and services.


Traditional cable television was subject to a decline, with Ziggo initiating the phased shutdown of DVB-C services in mid-2024, starting with specific subscription packages. This transition aligns with the industry's broader move towards IPTV, offering enhanced flexibility and content delivery.  


Digital video consumption has surged, with 83 per cent of Dutch respondents engaging in downloading or streaming video content. This trend represents the increasing preference for on-demand, internet-based media over traditional broadcast methods, according to  Statista research findings.
